Abstract

The legal certainty that notaries and registrars provide as a preventive function fosters investments and energises the economy. Legislative inflation causes problems for judicial operators, and whether or not inflation exists generally depends on the conception one has of what the state's job is with respect to civil society. The dense fabric of rules and regulations of varying hierarchical levels makes activity increasingly complex and brings citizens up against an accumulation of often incoherent, repetitive regulations. Countries are taking a growing interest in the economic, social, environmental and all other effects that legislation has. The movement for better regulation does not have an ideological component. It is instead a pragmatic form of quantitative and qualitative legislative improvement and good administration. It is a public asset in itself, one that strives not purely and simply to reduce the number of regulations, but to analyse the impact of regulations and reduce costs and administrative burdens. Measuring legislative instruments before and after the fact will in turn facilitate the good governance of states and, in short, will simplify citizens' lives.
