Possibilities of concentrating the urban security right or replacing it by other guarantees in plot-redivision procedures

Abstract

This comment analyses the possibilities of replacing the legal security right of plots defined by a plot redistribution project by another kind of guarantees, and the possibilities of concentrating such security right on certain plots by decreasing or removing the legal security of other plots.
